Sewer History in Waukesha County and Sussex

The Sewerage Bill
    Some long-eared Waukesha people have discovered , as usual, a deep-laid plan in the Assembly bill empowering villages to arrange for constructing sewers, to enable the trustees of such villages to raise money for the construction without a previous vote of the village electors. In 
fact the bill is just as the Freeman informed its readers several week ago. 

    Under its provisions Village Boards can only raise money by vote of the citizens first had at an election for that purpose. It simply gives the people of village the right to provide for getting rid of filth in such manner as they may choose subject to certain limitations, and permits the Boards to carry out the will of their constituents. This is all there is of the matter, and if the bill is passed the people of Waukesha can do just as they please about building sewers under it. Source:  Waukesha Freeman, March 7, 1889, page 1.
