Reilly December 20, 2005 Updated 12/20/2005 The Sewerage Bill Under its provisions Village Boards can only raise money by vote of the citizens first had at an election for that purpose. It simply gives the people of village the right to provide for getting rid of filth in such manner as they may choose subject to certain limitations, and permits the Boards to carry out the will of their constituents.
